Best Answer: Nope, if you bought a physical copy, that is not possible. It may be possible if you have the correct software, tools, and can conjure the complex algorithms to crack a 3DS card, import the data, decrypt it, then somehow manage to make it work on an SD. Nobody has done it yet, but people have tried.
I want to take the games and the saved progress off of the 4 GB card that came with my system and put them on the new card.

Respond : please, ... try on a Tablet or Cellular or an other electronic devices, ... with a SD Card reader. Simply copy all data from the source SD Card, to a cloud directory software like, 'OneDrive, DropBox, ...' or inside a directory on a electronic device(s).
You can also wait, that people at Nintendo, will made an 'firmware update', that include cloud transfert.

An other way, .. is to use 'Wireless/cloud SD Card' & 'Wireless/cloud SD Card Reader'.
Please note : To be used with Nintendo 2DS, the 32 GB SD Card, need to be formated/changed in Fat32.
I just bought this 32GB SD card from Amazon when it was on sale last week. I didn't have an SD card reader so I also bought this USB reader.
First thing you do is download the SD card formatter that Nintendo recommends. Install the format software and insert the new SD card in the USB reader and plug it into your computer. Run the format utility. Set options were; Quick Format and Format Size Adjustment: OFF.
It only took 10 seconds to quick format my 32GB card.
After its done, exit the program and tell your computer to eject the disk so you can safely remove it. Set it aside for a bit.
On your 3DS, hold down the power button and tap Power Off on the touch screen. Once its completely off, open the little SD card slot on depress the card until it clicks and then it will eject when you let go.
Put the SD card that just came out of your 3DS into your USB card reader and plug it into your computer. On the SD card you will find the root folder called 'Nintendo 3DS'. Copy and paste this whole folder to your desktop. Do not do anything else as you could screw things up. It took several minutes to copy all of my data off of the 4GB default SD card. When it is done copying, tell your computer to eject disk and then safely remove hardware. Go ahead and unplug the USB reader and replace the old SD card with your new one. Put the old one aside for now you won't be needing it for your 3DS anymore. Save it in the little plastic case that your new one came with.
With the new SD card inserted into the USB card reader, plug it back into your computer. Copy the entire 'Nintendo 3DS' folder onto the freshly formatted new SD card. It might take a few minutes. When it is done, again, tell your computer to eject to safely remove hardware then unplug the USB SD card reader.
We are done with the computer and SD card reader. Insert the new SD card with all of your copied data back into the 3DS's card slot. Turn on the power and everything should be working like nothing ever happened. Except you now have plenty of free space
